State control will be strengthened in the online gaming sector. Amendments to the Law on Regulation of Gaming Activities and related legislation will introduce new regulations from February 8, 2027, revising existing mechanisms for blocking online gambling and lottery websites operated by unlicensed organizations, the State Revenue Committee (SRC) said.
The changes were prompted by the widespread availability of gaming services and advertising offered by unlicensed foreign organizations in Armenia’s online space amid the development of digital technologies. Under these circumstances, existing administrative tools have not been sufficiently effective because foreign organizations have operated outside Armenia’s legal framework.
The new regulations provide for improvements to the technical system used to block unlicensed websites. Access to such websites will be restricted through telecommunications operators. Measures are also planned to restrict advertising by unlicensed websites.
The regulations will not restrict legal gaming activities. They are aimed exclusively at improving the effectiveness of the licensing system, protecting the licensed gaming market and ensuring a level playing field by preventing risks in the sector.
