Armenian Constitution no barrier to peace deal, MP says

National Assembly Standing Committee on Foreign Relations Chairman Sargis Khandanyan said the Armenian Constitution in no way prevents the signing of a peace agreement with Azerbaijan.

Khandanyan also stressed that Armenia has not discussed constitutional changes with Azerbaijan because adopting a new Constitution is an issue on Armenia’s domestic agenda, Armenpress reported.

“As for Azerbaijan’s concerns regarding Armenia’s Constitution, we continue to maintain that the peace agreement between Armenia and Azerbaijan fully addresses those concerns, considering that the agreement will receive an opinion from Armenia’s Constitutional Court. The Constitution is in no way an obstacle to signing the peace agreement,” Khandanyan told reporters during a briefing in parliament.

Armenia and Azerbaijan initialed the peace agreement in Washington on Aug. 8, 2025. Article 12 of the document states, in particular: “The Parties shall be guided in their bilateral relations by international law and this Agreement. Neither Party may invoke the provisions of its internal law as justification for its failure to perform this Agreement.”

During a briefing with Azerbaijani media on Sept. 9, Azerbaijani Foreign Minister Jeyhun Bayramov said Baku’s position remained unchanged: according to that position, Armenia must amend its Constitution to complete the peace process between Armenia and Azerbaijan. Bayramov also recalled Armenian Prime Minister Nikol Pashinyan’s statement that the text of a new Constitution would be presented to the public by the end of this year, while stressing that the timing of its adoption is Armenia’s internal matter.
