Armenia imports nearly $18 mln in fuel from Azerbaijan

In the first six months of 2026, Armenia imported nearly $18 million worth of goods from Azerbaijan, while no exports from Armenia to Azerbaijan were recorded, Hetq reports.

According to data published by Armenia’s Customs Service, petroleum products worth $17.8 million — gasoline and diesel fuel — were imported from Azerbaijan, along with $109,000 worth of plastic construction components.

Imports of Azerbaijani fuel to Armenia have been widely debated since December 2025, when the shipments began. The authorities described the process as an achievement for Armenia’s economy and peace, while critics characterized it as “playing into the enemy’s hands.”

About six months after imports began, Armenia imported a total of $299 million worth of petroleum products in the first half of 2026. Azerbaijan thus accounted for 6% of the total value of those imports.

The Customs Service’s open database provides statistics for the broader «petroleum products» commodity group, most of which consisted of gasoline, diesel and aviation fuel, with smaller shares comprising fuel oil, petroleum and lubricants.

Compared with the first six months of 2025, the total volume of petroleum products imported into Armenia increased by about 30%.

Turkey became the largest supplier in the first half of this year, accounting for a 20% share and overtaking Russia. Imports of petroleum products from Turkey rose sharply: Armenia imported about $61 million worth of products, 3.5 times the figure recorded during the same period last year.

At the same time, import volumes from Russia declined significantly, as did the country’s share. Around $58 million worth of petroleum products were imported from Russia in the first six months, while Russia’s share fell from the previous 46% to 19%.

Imports from Iran and Bulgaria also increased.

These figures refer to the overall petroleum products commodity group, while individual country shares may differ somewhat in the separate gasoline and diesel fuel subcategories.

In the first half of this year, no goods were exported from Armenia to Azerbaijan: Azerbaijan does not appear in the customs statistics on exports.

Following a year-end meeting in 2025, Prime Minister Nikol Pashinyan expressed hope that “there will soon be exports from Armenia to Azerbaijan.” According to him, with no “political barrier” in place, businesses should “do something.” In April 2026, alongside a meeting between Armenian and Azerbaijani delegations in Aghveran, discussions were also held between Armenian and Azerbaijani business representatives.

In August, Armenia’s Ministry of Territorial Administration and Infrastructure said representatives of Armenia and Azerbaijan had discussed possible options for importing and exporting electricity.

Armenia’s Foreign Ministry said the discussions between business representatives concerned trade and economic cooperation. However, despite these and other statements by the Armenian authorities, the talks produced no tangible results for Armenian exporters in the first half of the year.

Recently, Azerbaijani media announced that 16 railcars carrying 977 tons of diesel fuel had been dispatched from Azerbaijan to Armenia.

In April, Azerbaijani media reported that Armenia had exported $960 worth of goods — flowers — to Azerbaijan. Armenian media outlets also translated and circulated the report. Armenia’s State Revenue Committee later denied the information.
