The Armenian government has decided to continue two social assistance programs for people forcibly displaced from Nagorno-Karabakh. In particular, beneficiaries of the support program for specific categories of displaced persons will continue receiving assistance through June 2027, inclusive, according to the Ministry of Labor and Welfare.
From January through March 2027, payments will amount to 30,000 Armenian drams per month, decreasing to 15,000 drams per month from April through June. As of October 2026, approximately 46,000 people were receiving assistance under the program.
Under this measure, the following categories are eligible for support:
- Persons with Group I or Group II disabilities, or those with profound or severe functional limitations.
- Individuals aged 63 and older.
- Persons receiving survivor benefits or pensions following the loss of a breadwinner.
- Individuals aged 18 and older enrolled in general education institutions, primary vocational training institutions or secondary vocational education institutions.
- Children under the age of 18.
The additional emergency assistance program for low-income families displaced from Nagorno-Karabakh will also be extended. Beneficiaries will continue receiving financial assistance of 40,000 plus 10,000 drams through December 2027, inclusive.
In October 2026, assistance under this program was provided to 8,600 families.
The program covers families whose monthly income per household member is below 55,000 drams. Per capita monthly income is calculated by dividing the family’s total monthly income by the number of household members.
People displaced from Nagorno-Karabakh may also benefit from other existing social assistance programs and measures, provided they meet the relevant eligibility requirements.
