The Madrid Document contains a provision which was neglected or misinterpreted by Armenian experts, according to Ara Papian, head of Modus Vivendi center.
“The provision on return of refugees to the places of previous habitation envisages the right to return only. As a matter of fact, return of displaced persons to Nagorno Karabakh and the surrounding regions is unreal and even dangerous,” he said in a statement obtained by PanARMENIAN.Net.
Mr. Papian said the OSCE Minsk Group Co-chairs are whipping the region into war. “It’s obvious that irrespective of the outcomes of the war, all pipelines stretching across the region will be destroyed. At that, Armenia will suffer minimal losses. But if Madrid Principles are put into practice, Armenia will have to accept half a million of Turks to Syunik, Gegharkunik, Lori and Ararat regions,” he concluded.
