The newly appointed head of Armenia’s Civil Aviation Committee, Gevorg Torosyan, has presented his vision for developing Zvartnots and Shirak airports through 2031.
Torosyan outlined his plans in a Facebook post.
He announced that the old Zvartnots airport building would be converted into a new passenger terminal.
“To passengers: Our goal remains to connect Yerevan and Gyumri with more cities across the region and the world through direct flights, promote more affordable fares through competition, and strengthen passenger rights in line with EU best practices. Flight safety is at the heart of our work.
To representatives of Armenia’s business community: Difficulties emerging in certain export sectors highlight the need to diversify markets and transportation routes. To support this government priority, I consider it important to expand air cargo capabilities, creating more reliable and competitive routes for Armenian products to reach new markets.
To aviation professionals and companies: Expanding Armenia’s air connectivity is central to our joint efforts. During my first 100 days in office, I plan to meet with key industry representatives to hear your concerns and proposals and identify concrete steps for cooperation.
To Armenian airlines: We attach importance to strengthening your professional and operational capabilities, improving competitiveness, and creating favorable conditions for the sustained expansion of passenger transportation volumes operated by Armenian carriers.
To international airlines: We regard you as key partners in expanding Armenia’s connections with the world and look forward to active cooperation on new routes and opportunities.
To our partners at Armenia International Airports: While recognizing the company’s contribution to airport modernization and improvements in service quality, we expect to achieve measurable improvements in service standards and develop new infrastructure through a stronger regulatory framework and joint efforts. This will involve continued dialogue with the state on investment and expenditure programs and regulatory reforms.
To other partners in the aviation sector: From air traffic management and ground handling to technical services and professional education, the contribution of each of you is essential. I look forward to practical cooperation to strengthen the industry’s overall capabilities and provide higher-quality services to passengers and businesses.
To donor and development partners: I value effective cooperation that aligns with our priorities and delivers measurable results. Implementing Armenia’s commitments under the Armenia-EU Common Aviation Area Agreement and within the framework of the International Civil Aviation Organization (ICAO) will remain a priority, alongside introducing European aviation safety requirements through close cooperation with the European Union Aviation Safety Agency (EASA).
To achieve these objectives, as part of implementing the government’s 2026–2031 program, the Civil Aviation Committee will prioritize support, within its mandate, for:
- Modernizing Zvartnots and Shirak airports, including converting the old Zvartnots building into a new passenger terminal;
- Granting international status to Syunik Airport in Kapan;
- Improving the aviation sector’s governance system and implementing EU aviation regulations,” the post said.
Torosyan added that he remains open to practical proposals and results-oriented cooperation.
Gevorg Torosyan was appointed chairman of Armenia’s Civil Aviation Committee on October 12 this year.
