Minister defends police response time in Shaki shooting

Interior Minister Arpine Sargsyan says police responded to the Shaki shooting within approximately 10 minutes, describing the response of an off-duty officer as exceptionally swift.

Armenian Interior Minister Arpine Sargsyan, commenting on the incident in Shaki involving an Azerbaijani soldier, said that police responded quickly to the emergency call, arriving at the scene in approximately 10 minutes.

“Our entire Sisian police department was at the scene. The woman simply had the mobile phone number of the local community police officer. This means that our policy of ensuring people know their community police officer and feel comfortable reporting incidents to them worked exactly as intended in this case.

“Less than 10 minutes after receiving the call, the officer was already at the scene, although the incident had already occurred,” Sargsyan said, according to Panorama.am.

Shaki resident Ani Avetisyan, who sustained a gunshot wound inflicted by the Azerbaijani national, had previously stated that after calling the police, she reached her home before the officers arrived.

Addressing Avetisyan’s statement, Sargsyan explained that the community police officer had been on duty the previous day and was supposed to be off duty on the day of the incident involving the Azerbaijani serviceman. She added that the ongoing investigation would establish more precise information about the timing of events.

The minister maintained that Avetisyan called the officer when she was already near her home, while the officer was farther away.

“The off-duty officer lived quite far from the Sisian police department, and the fact that he arrived within 10 minutes of leaving his home indicates an exceptionally rapid response,” Sargsyan said.

She explained that upon arriving at the scene, the officer instructed the woman’s son to call 911 so that additional assistance could be dispatched.

The minister assured that an operational police team arrived within 10 minutes of the 911 call and that the Azerbaijani national was located as a result of the team’s actions.

On October 1, it emerged that Azerbaijani citizen and serviceman Nasimi Musayev had illegally entered house No. 20 on 6th Street in Shaki, a settlement in the Sisian community of Armenia’s Syunik Province, and fired shots from his weapon after being discovered.

The shooting wounded a woman born in 1987, while two of her three children also sustained injuries. The Azerbaijani national subsequently fled.

Following measures taken by law enforcement authorities, Nasimi Musayev was located at No. 26 on 6th Street in Shaki. He was remanded in custody for two months.
