Armenia’s Prosecutor General Anna Vardapetyan paid a working visit to the Sisian community in Syunik Province, where she reviewed measures aimed at restoring the community’s rights to public spaces.
Accompanied by Syunik regional prosecutor Masis Poghosyan and Sisian community head Hovsep Arakelyan, the prosecutor general toured three parks in the community.
Specifically, Vardapetyan visited May 28 Park, Hydrobuilders’ Park and Yerevanyan Park, named after Karen Demirchyan. During the visit, she was briefed on the work already completed and the ongoing procedures aimed at protecting the community’s interests in these areas.
At May 28 Park, regional prosecutor Masis Poghosyan presented the findings of prosecutorial investigations. An examination conducted under the prosecution service’s authority to protect state and community interests identified legal violations, prompting the prosecutor’s office to submit a formal request for corrective action.
As a result of the measures taken, 13 land plots within the park, covering a total area of 6,411.48 square meters, have already been returned to the Sisian community’s control. Efforts are continuing to recover another five plots.
The next stop on the working tour was Hydrobuilders’ Park, whose entire territory has been returned to community control following intervention by the prosecutor’s office.
An investigation by the Syunik regional prosecutor’s office established that the entire 10,000-square-meter park had been leased to a private individual on September 16, 2003, for a period of 50 years.
Following a formal request submitted by the prosecutor based on these findings, the competent authorities of the Sisian municipality took appropriate action. As a result, on September 30, 2026, the individual’s leasehold rights to the parkland were terminated in the Cadastre Committee’s records.
Consequently, the entire park, with a cadastral value approximating market value of around 30 million Armenian drams, was returned to the Sisian community.
Vardapetyan subsequently visited Yerevanyan Park, named after Karen Demirchyan. Procedures are currently underway to return the land plots within this park to community control.
The prosecutor general praised the approach taken by citizens who had held long-term leases over parkland but agreed to terminate their contracts voluntarily and return the plots to the community.
“In such situations, the Prosecutor’s Office is willing to cooperate and takes a constructive approach to resolving matters outside court. Hydrobuilders’ Park is the result of precisely this kind of out-of-court cooperation, and we cannot fail to appreciate the conduct of the individual concerned.
“It is important for citizens to understand that terminating lease or development-rights agreements, which were often concluded in violation of the law, benefits their entire community. Through joint investment by the community and government, local residents and children growing up there gain access to well-maintained gardens, parks and playgrounds that meet their needs,” Anna Vardapetyan emphasized.
At the end of the visit, the prosecutor general issued specific instructions to the Syunik regional prosecutor to ensure that the territories of two parks in the Sisian community are returned entirely to community control.
