Kommersant: road map on Karabakh pending signature in Kazan

The Kazan meeting between the Presidents of Armenia and Azerbaijan can mark a breakthrough for the Nagorno Karabakh conflict settlement, Kommersant daily reports.

According to the newspaper, a road map is pending signature by the two countries’ leaders.

“We have never been so close to success,” a diplomat informed of the negotiation process told Kommersant. “The document to be signed is based on the principles coordinated at the OSCE conference in Madrid in 2007. Before, Yerevan and Baku reached consent on some of the provisions but now both sides agreed to accept the principles as a whole,” the source said.

“Both Armenia and Azerbaijan demonstrate readiness to sign the document. However, the final decisions and wording will be confirmed in Kazan, so that we are not guaranteed against unexpected complications,” a high ranking Russian official said.

According to western officials, agreement may be frustrated by any provocative act in Nagorno Karabakh. “Should a shot be fired several hours before the meeting, no agreement will be signed, as it happened in Sochi in March,” a source said.
