The talks held by the Armenian and Azeri Presidents are unlikely to bring to a considerable improvement of the Nagorno Karabakh settlement process, OSCE Minsk Group Russian co-chair, Ambassador Vladimir Kazimirov told Nezavisomaya Gazeta Russian newspaper. In his words, the negotiation process should not be restricted to Presidents only, “as they can meet three or four times a year at the most while regular talks of responsible plenipotentiary delegations are needed”. At the same time the Ambassador expressed hope that the recent Warsaw meeting of Robert Kocharian and Ilham Aliyev will at least encourage Armenia and Azerbaijan to take “a more flexible stand”. According to him, Azerbaijan’s refusal from the threats of military revenge and consent to start the negotiations from the point that had been achieved at Heydar Aliyev’s time and Armenia’s refusal from the claim of package settlement of the conflict are extremely important at present.
