Azerbaijan expressed discontent with the general outline of the report on Nagorno Karabakh presented by Parliamentary Assembly of the Council of Europe (PACE) rapporteur Terry Davis. To remind, yesterday Mr. Davis addressed the sitting of the PACE Political Committee in Paris and furnished some information on his report. As Zerkalo Baku newspaper writes the report lacks in the basic item -“the recognition of the fact that Armenia occupied Azeri territories” – the insertion of which Azerbaijan was claiming during the recent several years. According to head of the Azeri delegation in PACE Samed Seidov, the primary variant offers the conflicting parties the possibility to maneuver during the PACE summer session. As a matter of fact, he admitted that Azerbaijan has little chance to gain any favorable changes for Terry Davis’s report. During his speech the rapporteur also informed that he will present the report in detail to the Political Committee summit to be held before the June session of PACE promising that the parties to conflict will be offered the possibility to comment on his report. Mr. Davis also stated that he does not find it advisable for PACE to exert pressure on the conflicting parties, what also caused indigence of Azerbaijan aspired to use the European structures as a lever to press on Armenia
