It’s Azerbaijan that stands against NKR’s participation in negotiations as a party to conflict. Baku prefers to deal with Yerevan in order to transform the problem of NKR people’s self-determination into a plane of territorial claims of Armenia to Azerbaijan, Nagorno Karabakh President Arkady Ghukasian said in an interview with Azat Artsakh newspaper.
In his words, the international mediators made concessions to Azerbaijan in order to maintain the peaceful process. “However this concession bears a temporary character. In the documents of OSCE Budapest Summit (December, 1994), the Karabakh side is actually recognized as a conflict side. Moreover, there are questions which cannot be solved without our participation. And their number is not less. This circumstance is fully recognized by all of the MG Co-chairs. By the way, when Azerbaijan ever turned out in a difficult situation during the war, Baku directly contacted with Stepanakert. We have a rather considerable portfolio of corresponding documents,” Ghukasian said.
