CIS states deepen cooperation against transnational crime

The National Assembly is discussing a government-submitted bill to ratify the agreement “On the Procedure for Organizing and Conducting International Controlled Deliveries by the Competent Authorities of the Member States of the Commonwealth of Independent States.”

The main rapporteur, Deputy Interior Minister Armen Ghazaryan, said the bill aims to raise the level of cooperation among the competent authorities of CIS member states in combating transnational crime in order to counter contemporary challenges and threats, 1lurer.am reported.

The agreement provides for effective measures to combat crimes involving the illegal transportation across state borders of controlled objects, including drugs, weapons, cultural, historical and artistic valuables, and other items. It also provides for improving existing legal mechanisms for cooperation among the competent authorities of CIS member states.

The agreement establishes key principles including respect for human and civil rights and freedoms, ensuring the safety and protection of persons participating in international controlled deliveries, and compliance with the parties’ national legislation. At the same time, it provides for ensuring the preservation of and control over the controlled object during an international controlled delivery.

Under the agreement, the main tasks of competent authorities when conducting international controlled deliveries include identifying international and interregional criminal links, identifying ways and routes used to transport controlled objects, and detecting, preventing, pre-empting and solving crimes.

The agreement also provides for identifying and establishing the identities of persons preparing, committing or having already committed crimes, as well as obtaining information about events or actions posing threats to human and civil rights and freedoms, society, national security and the state.
