Armenia, U.S. and Azerbaijan establish technical groups for TRIPP project

Armenia, the United States and Azerbaijan have announced the establishment of trilateral technical planning groups to advance the TRIPP infrastructure project, initially focusing on transport connectivity and electricity transmission.

The announcement came in a joint statement by U.S. Assistant Secretary of State for European and Eurasian Affairs Brendan Hanrahan, Armenian Deputy Foreign Minister Vahan Kostanyan and Azerbaijani Deputy Foreign Minister Elnur Mammadov, Radio Azatutyun reports.

The groups will bring together policymakers and technical experts from the three countries to address infrastructure planning and implementation challenges.

According to the statement, the initiative aims to promote regional connectivity, economic development and long-term stability, building on the declaration adopted at the August 8, 2025, summit mediated by U.S. President Donald Trump.

The first phase will prioritize transport links and electricity transmission infrastructure. The parties will also examine opportunities to integrate the planned facilities with existing regional transport and communication networks.

The three countries reaffirmed their commitment to making all components of TRIPP operational as soon as possible.

The announcement follows earlier technical discussions between Armenian and Azerbaijani specialists, including a meeting in Goris in October to examine possible routes for electricity transmission lines.

In late October, an Armenian delegation led by Deputy Prime Minister Mher Grigoryan also visited the proposed project area to assess potential infrastructure locations.

Armenia’s National Assembly ratified an Armenian-U.S. strategic agreement related to TRIPP on October 28. Armenian officials have said construction is expected to begin in 2027.

TRIPP is an Armenian-U.S. infrastructure initiative intended to connect mainland Azerbaijan with Nakhchivan through Armenia’s Syunik province. The project envisages railway and road links, oil and gas pipelines, electricity transmission lines and internet communications infrastructure.
