Karapetyan says Baku benefits from delaying peace agreement

Narek Karapetyan, head of the Strong Armenia faction, discussed the ongoing process surrounding the peace agreement between Armenia and Azerbaijan during a conversation with journalists at the National Assembly, criticizing the additional demands put forward by official Baku.

According to him, Azerbaijan has realized that “the longer it delays the peace agreement, the more it can take from us,” Panorama.am reports.

“There is no condition in the peace agreement concerning constitutional amendments. Azerbaijan is putting forward an additional demand regarding the initialed agreement,” he said.

He stated that Azerbaijan has a particular political approach, taking things gradually, piece by piece.

“First they resolve one issue, then move on to the next. That is why our country faces a danger: we have been making concessions for the past five years,” he said.

The opposition politician emphasized that Armenia’s domestic legal and constitutional matters cannot be determined by the demands of a neighboring country’s leader. In his assessment, Azerbaijani President Ilham Aliyev’s views cannot be imposed on Armenia’s state institutions.

“An Aliyev-style constitution cannot be adopted in Armenia. The leader of a neighboring country cannot decide what our Constitution should be. We are talking about statehood, about our country. We are not a toy for them.

“Azerbaijan is not the guarantor of our peace. The guarantor of our peace is the regional balance of power. That is how the world works.

“I am convinced that Iran, Georgia, Russia, Europe, the East and the West are interested in Armenia’s territorial integrity in this region. Two countries are not interested. How can those two countries be our guarantors?” the opposition lawmaker said.

On August 8, the U.S., Armenia and Azerbaijan issued a joint statement marking the first anniversary of the Peace Summit held at the White House on August 8, 2025. The statement noted that the joint declaration, with U.S. support, had provided Armenia and Azerbaijan with a clear roadmap for consolidating peace, achieving prosperity and deepening their partnership.
