It will be possible to hold a referendum on constitutional changes in Armenia not earlier than in 2005, Vice-Speaker of the Parliament of Armenia Tigran Torosian supposes. In his words, before that the draft of constitutional reforms should be submitted for consideration by the Venetian Commission of the Council of Europe (CE), and in the autumn of 2004 the Armenian Parliament will be able to set about its discussion. It should be noted that the CE advises to hold the nation-wide vote already in spring 2004.
