Turkey joins the 13-th protocol of the European Convention on Human Rights, prohibiting death penalty even under the conditions of war. January 9 the corresponding document will be signed by representative of Turkey to the Council of Europe Numan Nazar. It should be noted that out of the Council of Europe member states besides Turkey Armenia, Azerbaijan and Russia have not joint the protocol in question yet.
