The Armenian party has to work out a clear stand on presenting the Nagorno Karabakh problem in international structures, head of the Armenian delegation to the Parliamentary Assembly of the Council of Europe (PACE), chairman of the Armenian Parliamentary Commission for Foreign Relations Armen Rustamian stated. In his opinion, the emphasis should be put on the matter that for the soonest possible settlement of the conflict equal participation of the Karabakh party in the talks is necessary. In A. Rustamian’s words, such a position is necessary to avoid wordings in international documents, like “the issue of Nagorno Karabakh and other seized territories of Azerbaijan.” Such a wording, found in the PACE report on monitoring in Armenia, can cause erroneous notion that Nagorno Karabakh also refers to the range of occupied territories, A. Rustamian supposes. In his words, in spite the PACE arranges a separate report over the Karabakh issue, the Azeri delegation makes every effort for the matter to be also included in the monitoring reports on Armenia and Azerbaijan. In the Armenian deputy’s opinion, it just creates preconditions for erroneous wordings, as the monitoring rapporteurs are not sufficiently aware of the essence of the Karabakh problem.
