In 2004 Nagorno Karabakh will continue its efforts to provide for its full participation in the talks over settlement of the Karabakh conflict, stated Nagorno Karabakh Republic (NKR) foreign minister Ashot Gulian, reported Mediamax agency. In his words, “attaining international recognition of the republic’s independence will remain the basic direction of the NKR foreign policy in a long-term prospect.” The minister reminded that the republic status was already determined in 1991 – by means of a nationwide referendum, at which the Nagorno Karabakh population came for republic independence almost unanimously. “Just that circumstance should be a decisive one in the matter of international accord over the Nagorno Karabakh legal status,” A. Gulian noted.
