The draft of the resolution contains several assessments not acceptable for the official Yerevan. The document particularly reads about the necessity to withdraw the Armenian forces from the Eastern part of the security zone around Karabakh called ”occupied territory”. The matter concerns regions of Fizuli, Cebrail, Zangelan, Kubatli and Aghdam. We shall note that Lachin and Kelbajar dividing NKR from Armenia were not mentioned here. The project underlined the necessity to restore the railway communication between Meghri and Nakhichevan. It should be noted that it will be very useful for Azerbaijan if this road is restored because Azerbaijan is very interested in restoration of the communications with Nakhichevani region.
Thanks to the attempts of the Armenian lobbyists this proposal of Per Garton was turned dawn by the European Parliamentarians. The initiative to cancel the phrases belonged to the Christian-Democratic and Socialist parties which are a majority in the European Parliament.
Despite the attempts of the Turkish lobbyists to impede the mentioning of the Armenian genocide in the resolution, the Parliament of Europe voted for maintenance in the resolution of a regulation stated in the document adopted in April 1987. Seventeen years ago the European Parliament officially adopted the genocide of Armenians in the Ottoman Empire and noted that the recognition of this historical fact by Turkey should be one of the main preconditions of its membership in the EU. Then, seemingly, the European Parliamentarians forgot this demand. Record of the decision adopted in 1987 is not by chance. This comes to remind the opponents of Turkey’s membership in the EU that the resources for fighting against claims of Ankara are not exhausted. The European lobbyists refused to take out from the text the resolutions about the Ankara’s blockade of Armenia. One of the successes of the Armenian diplomacy was the fact that Per Garton refused to include harsh formulations about the Nuclear Power Plant of Metsamor. The decision of this issue is being connected with the perspective of development of energy and creation of alternative sources. The European Union, which having promised, up to now has not undertaken the necessary attempts for creation of an alternative NPP, bears its share of responsibility.
