Independent Observer records 213 violations in local elections

The Independent Observer alliance has presented its preliminary assessment of the local self-government elections held on October 25, reporting 213 violations at 142 polling stations.

The observation mission conducted both long-term and short-term monitoring in all 21 communities, covering various stages of the electoral process.

Monitoring was carried out by approximately 200 mobile observers, including 11 rapid response teams. Morning meetings of electoral commissions were observed at 98 polling stations. During voting, observers visited 511 of the 517 polling stations, while vote counting was monitored at 87 stations.

After 8:00 p.m., observers monitored the work of all 14 territorial electoral commissions responsible for administering proportional representation elections.

Independent Observer had previously addressed problems identified during the election campaign and the misuse of administrative resources in a separate report.

“A total of 213 violations were recorded at 142 of the observed polling stations. However, these violations did not affect the results, and the voting reflected the will of the electorate. Independent Observer will present its full recommendations after monitoring the local self-government elections in November and December,” the statement said.

On October 25, local self-government elections were held in 21 communities across Armenia. According to figures presented by the minister, a total of 188,514 citizens participated in the elections.

The Civil Contract party won in most communities, except Stepanavan, where the Gortsarar (Businessman) party received the highest number of votes.
