BAKU DOUBTS HUNGARY EXTRADITING AZERI OFFICER, KILLER OF ARMENIAN LIEUTENANT

Although there is no agreement on extradition between Azerbaijan and Hungary, theoretically Baku can address a request on delivery of Azeri officer Ramil Safarov, suspected of murder of an Armenian lieutenant in Budapest, Azeri expert Nizami Safarov told Echo Baku newspaper. In his words, in particular, Azerbaijan can submit a request on the basis of the 1983 European Convention on Delivery of Convicts. “However, there are reasons for the Hungarian party to decline the inquiry, as “criminal prosecution of those, who have committed a crime, is held proceeding from the principle of territorial criminal jurisdiction,” the expert explained. This means that during the investigation period the Azeri officer may stay in Budapest. If after the investigation it comes to trial, it will also be held in Hungary, N. Safarov said. According to Budapest sources, in case the court confirms the guilt of the Azeri officer, he may be condemned to 15 years of imprisonment. To all appearance, the Azeri officer will serve his sentence in Hungary.
